Contexte et environnement

  • Undeveloped industry infrastructure in country, with no Deepwater experience nor regulation and high expectations from potential Oil and Gas development.
  • Safety culture is in process of being developed but requires constant attention and supervision.
  • GranMorgu Project is the first offshore deepwater development Suriname.
  • Offshore surveys (Geotechnical, Geophysical, Seismic, etc.) are planned in 2025+.
  • Multi-Blocks Wells, Logistics Services and Rigs CFT’s in 2025/2026+ for all for Exploration and Appraisal on B64, B6, B8 and B58 GranMorgu Development in parallel.  
  • Company Integrated Logistics Base settlement in Suriname to support multi-blocks Exploration and Appraisal on B64, B6, B8 and B58 GranMorgu Development for TEPSR as Operator.  
  • Restart of Exploration Drilling Operations as from 2026+ (Deepwater frontier B64, shallow water B6/B8, unexplored B58 areas).
  • Development Drilling for B58 as from late 2026 (shallow to deep water) to meet First Oil 2028 target.
  • Shore base settlement in country with maritime access constraints.
  • Adapt the organization depending on the phase of the project and Affiliate’s activities (E&A, Development, Production).
  • Fast track and changing process, high planning uncertainties.
  • Frequent contacts with Company’s staff, contractors, customs and officials.

Activités

Within the terms of the Code of Conduct, the job holder protects and develops Company Interests in Suriname. 

  • HSE:
    • Demonstrates personal commitment to the Company HSE Policy by maintaining awareness and ensuring compliance with all relevant statutory and company standards.
    • Deploys Company Safety culture in the Logistics Shore Base in Paramaribo.
    • Promotes “Our lives first!” Company initiative and motivates personnel to adhere to these initiatives.
    • Encourages crews promoting safe behaviors and organizes safety information campaigns. 
    • Enforces the safety culture of Contractor on site, ensuring all activities are executed safely.
    • Guarantees full enforcement of the one MAESTRO principles, paying particular attention on Operational Accountability (HSE, Permit to Work and Asset integrity), Emergency Preparedness and Learning from events (REX).
    • Responsible for the HSE induction program.
    • Participate in elaboration and updates of the HSE Shore Base Bridging Document, ensuring full implementation. 
    • Conducts regular HSE briefings, and inspections with Contractors and personnel on site and follows the corrective actions accordingly.
    • Coordinates weekly, monthly and quarterly (COSITE) safety meetings.
    • Organizes HSE audits and verifications such as work permit audits, HSE rounds, Life Saving Checks (LSC’s).
    • Keeps records and publishes all approved downgraded situation within the base and follows the corrective actions accordingly.
    • Inspects safety equipment on a regular basis, whether weekly or monthly, and issues the respective reports. 
    • Performs hygiene inspections to various catering providers, whether weekly or monthly, and issue the respective reports.
    • Supports emergency response, identifying contingency plans are in place.
    • Administrates the incident reporting system, writes incident reports, maintain files, creates and updates Synergi cases.
    • Manages investigation of safety events until proper close out of all action in coordination with the HSE Department.
    • Participate in the base risk analysis and emergency plans.
    • Organizes site emergency training, drills and exercises, issuing exercise reports, identifying gaps and capturing lists of attendees.
    • Coordinates and prepares schedules for Management Joint Safety Tours.
    • Initiates and supervises necessary management of change.
    • Registers all HSE improvement actions, follow up and close out.
    • Ensure hazardous materials and waste are managed in a safe and compliant manner in accordance with company waste and chemical management plans and local regulations. 
    • Implements the HSE training matrix for all personnel working at the Base.
    • Verifies that all personnel on site have the required HSE training.
    • Ensures the HSE noticeboards are constantly updated and kept with updated information.
    • Promote the waste management “5 R principles” hierarchy, i.e.: Reduce, Recover, Reuse, Recycle, Residue disposal
    • Implement Carbon Footprint Reduction (CFR) initiatives and contribute actively to the deployment of ISO 14001/50001
  • Operations:
    • Liaises with Environment Department to validate robustness of the Oil Spill Contingency Plan for the Base (Harbor package) and supply vessels.
    • Warrants that Permit to Work (PTW) is compliant with the Affiliate procedure and in coordination with HSE Department performs regular audits to verify robustness of the system, highlighting points for improvement.
    • Reviews operational Job Risk Assessment (JRA’s), guides and challenges Contractors on quality of JRA’s submitted for approval.
    • Maintains the list of approved activities under Verbal Authorization (VA), verifies understanding of the process by various teams, performs audits to the VA’s, issues the respective VA templates, validates JRA and operational method statements or procedures for all tasks under VA. 
  • Budget/Cost:
    • Ensures timesheets, service logs and supporting documentation are processed to support invoices to the Company.
    • Assists Management and ensures Shore Base budget is strictly adhered to.
    • Maintains records and statistics to ensure accurate reporting, KPI’s, cost allocation and invoice checking. Implement corrective actions accordingly.
  • Methods:
    • Produces weekly, monthly and yearly HSE reports as per Affiliate requirements.
    • Develops and maintains HSE KPI’s each month, clearly demonstrating performance standards and recommendations for improvements.
    • Ensures HSE Base procedures are regularly kept up to date, understood, implemented and adhered to, ensuring statutory and Company requirements are met.
  • Contractors’ Management:
    • Oversee contractors’ compliance with approved HSE procedures.
    • Prepares and participates in Service Quality Meetings (SQM) with Contractors.
    • Ensures, in cooperation with Contractors, maintenance and housekeeping of the base, yards, and warehouses.
    • Make relevant technical expertise available for Logistics matters.

Profil du candidat

  • Education: Diploma or high school diploma. 
  • Professional experience: 
    • 10 years of experience in HSE (Operations and Project) supervisory positions
    • Proven knowledge and experience in Logistics support and operations, in offshore oil and gas industry, with suitable knowledge of drilling operations.
  • Technical competencies:
    • Company HSE management system (MAESTRO).
    • Company referential, processes and methods.
    • IOGP standards.
    • Hazards and Effects Management processes.
    • HSE Management of Major Emergencies.
    • Audit techniques.
    • Basic World Health Organization (WHO) standards.
    • Basic hazardous material handling.
    • Environmental Constraints Awareness.
    • Fire Fighting.
    • First Aid.
  • IT:
    • Synergi.
    • Enablon.
    • Power BI. 
    • Common computing tools/software (Microsoft Office including MS Project, internet, e-mail).
  • Languages: 
    • Fluent in English, written and spoken. 
    • French and/or Dutch are a plus.
  • Interpersonal skills:
