Context & Environment

As a plant Assistant Manager - Projects & Maintenance Manager, the role involves collaboration with a diverse set of contacts across various organizational levels and functions:

  • Collaborate with TotalEnergies HQ on capex investment LTP under various sections like statutory, security, safety & environment, development, productivity, maintenance & renewal and CO2e reduction and project execution 
  • Manage Asset integrity management process for the plant equipment by dealing with OEMs, local inspection agencies and facility management contractors.
  • Dealing with various local government authorities to obtain NOCs to execute projects and post project inspections.

Atividades

Lead plant maintenance, Project Panning, and execution in alignment with strategic objectives for production, safety, and resource efficiency. Ensures strong HSEQ compliance while driving process optimization, energy efficiency, and carbon neutrality initiatives. Manages contractor activities and collaborates with local authorities to foster innovation. Provides effective leadership and mentorship, promoting continuous improvement and supporting expansion while maintaining high standards in quality, safety, and energy performance.

 VISION, MISSION, AND POLICIES

  • Drive the implementation of TELBU’s vision, mission, and HSSEQ policies in alignment with the Group HSEQ charter. Along with Project & Maint Manager, provide support to Projects & Maint team to ensure full adherence to the Group HSEQ charter, Company Rules, One-Maestro standards, and local HSSEQ policies and procedures, guaranteeing that all operations are executed in accordance with established protocols

COMPLIANCE & STAKEHOLDERS ENGAGEMENT

  • Ensure full compliance with all regulatory obligations from authorities JAFZA, Dubai Municipality, Dubai Ports, Civil Defense, Customs, SIRA, and others. ensuring all necessary permits for Projects are obtained and consistently maintained
  •  Consistently uphold the company’s Code of Conduct and Ethics Policy by demonstrating integrity and professionalism, while ensuring full adherence to the compliance program, including policies and procedures on conflicts of interest, prevention of fraud, corruption, economic sanctions, and export control
  • Promptly report any instance of noncompliance or violation of the any element of compliance program—especially those related to economic sanctions or export control—to the designated compliance officer or economic sanctions 
HSSEQ MANAGEMENT SYSTEM

· Implement and effectively maintain relevant requirements of QMS (ISO 9001:2015), EMS (14001:2015), HS-MS (ISO45001:2018), EnMS (ISO 50001:2018) through development of procedures.

· To effectively perform all nominated HSSEQ roles as part of One-Maestro requirements and local HSSEQ procedures

· Strict adherence to Golden Rules, Near miss /Anomalies reporting, PTW compliance, Emergency Response procedures, Incident reporting and participation in investigation analysis.

· Effective participation of self and team in Risk Assessment and Critical Task Analysis Program, relevant HSSEQ trainings and other Programs (Safety Tours, Internal Audits, Joint Safety Tours etc).

· Ensure compliance with Loss control objectives, Quality HSSEQ & Energy Policies, rules & regulations and PPE requirements. 

· Reporting of near misses, incidents, hazards & injuries to line Manager within the time frame as required by Quality HSSEQ & Energy Policies and Manuals.

· Implementing permit to work system and management of change process for projects & Maintenance process within the plant. 

· Support and execute assignment given by the Energy Manager to ensure ongoing compliance and effectiveness of EnMS

· Responsible for developing Technological Risk Assessment and FMEA for plant process equipment, utility and storage facility

 PROJECT PLANNING, SPECIFICATIONS AND APPROVALS
  • Prepare and finalize the annual Capex Long-Term Plan in collaboration with all key stakeholders, including TE Lubrifiant OPE-EIP department, MD, HODs, and the APMO Operations Head.
  • Develop detailed technical specifications for projects and carry out comprehensive technical evaluations to facilitate tender committee decisions.
  • Ensure timely preparation, initiation, and approval of AFEs and Capex Kiss Flow processes for all projects.
  

PROJECT EXECUTION

  • Lead and manage the MOC process for new projects, modifications, and temporary installations.
  • Collaborate with vendors, contractors, and site HSE teams to develop job method statements, risk assessments, and prevention plans, ensuring strict compliance with ICC/ISO 45001 standards and the permit-to-work system during project execution.
  • Execute and finalize PSSR exercises for each project in coordination with all relevant stakeholders.

PROJECT MONITORING, REVIEW & REPORTING
  • Ensure project schedules and milestones are met by holding regular review meetings with contractors and collaborating closely with the purchasing department to achieve timely completion.
  • Monitor and track the annual liquidation and commitment plan monthly to achieve KPI targets.
  • Oversee project payment schedules to guarantee timely compliance with financial targets.
  • Prepare and deliver project presentations for monthly departmental reviews with HODs, quarterly management reviews with the MD, APME Director Manufacturing, EIP, and business review sessions with the VP of Supply Chain & Manufacturing. 

MAINTENANCE 

  • Monitor and manage the OPEX budget to sustain TELBU assets.
  • Implement predictive, preventive, and corrective maintenance programs across all plant assets to meet annual production targets for lubricants and greases.
  • Enhance operational efficiency by utilizing CMMS tools for maintenance planning, records, spare parts management, and KPI evaluation.
  • Oversee facility management and AMC processes to ensure full compliance with vendor contractual agreements.
  • Support Procurement in developing new suppliers for spare parts and machinery when required.
  • Review and update maintenance procedures and systems to uphold best plant maintenance standards and ensure compliance with statutory and group guidelines. 
ASSET INTEGRITY
  • Oversee and support complete implementation of the asset integrity management system and ensure KPI alignment with organizational requirements.
  • Perform FMEA, risk assessments, equipment classification, and energy evaluations for new equipment after project handover, updating maintenance processes as needed.
  • Track and manage downgraded situations, ensuring corrective actions are executed and closed within defined timelines. 

AUDITS

  • Independently manage internal audits and manage key aspects of external audits, including ISO 9001, ISO 45001, ISO 14001, ISO 50001, group audits (ONE MAESTRO, EDOC), IATF, and risk insurance audits.
  • Support implementing action plans derived from audit results, ensuring prompt execution of corrective and preventive measures through OPEX and CAPEX initiatives. 

MANUFACTURING EXCELLENCE

  • Enhance processes by implementing lean tools such as DMAIC, 5S, and KAIZEN
  • Research, submit, and implement CO2e reduction projects recommended by plant teams and groups

PURPOSES

  • Achieve the KPI set for Projects & Maintenance System
  • Ensure safe execution of maintenance and project activities in compliance with HSSEQ requirement
  • Improvements to the system / processes as agreed by the annual appraisal system – objectives


Perfil do Candidato

Qualification 

  • Degree / Diploma in any discipline of engineering – preferably mechanical / electrical / instrumentation
  • Certificate course in AutoCAD added advantage

Technical skills 

  • Proficiency in MS Office tools

  • Good technical knowledge on packaging and process equipment, utility equipment like pumps, thermic heaters, air compressors, trouble shooting of equipment
  • Good knowledge of multi-discipline project management, especially brown field project execution experience
  • Good knowledge of Energy Management, ISO 9000 & ISO 14000, 45001 & ISO 50001 standards, AutoCAD & MS Project.

Language skills 

  • English, Level: Fluent 

Experience 

  • 8 – 10 years’ hands on experience in Project Management and Asset Integrity Management in a reasonably complex multinational environment preferably lubricants blending plant.
