Activités

We are seeking to hire a Sr. Environmental Engineer/Engineering Advisor at the La Porte, Plant in La Porte, Texas. The Engineering Advisor level will be determined based on the competencies and experience of the selected candidate.  This role is responsible for planning and performing activities related to plant air issues. This includes regulatory review, compliance assurance and data/document management. Serves as the Plant Specialist on environmental air quality regulations and compliance. Assist the Group Leader- Environmental with water and waste issues as needed.

  1. Evaluate proposed and final regulations to assess and plan for their impact to the La Porte Plant and the La Porte Tech Center. Assist Baystar Joint Venture.
  2. Prepare and oversee the preparation of documents necessary for the authorization of emissions (permits, amendments, and permit by rules).  
  3. Coordinate public comment period requirements for NSR and Title V Permits.
  4. Develop and conduct compliance assurance reviews using a compliance module to support Title V compliance certification. 
  5. Develop and implement enhancements to emissions calculations for agency and corporate reports (i.e., TRI, AEI, STEERS, Special SIP Emissions Inventories, etc.). 
  6. Prepare and submit regulatory compliance reports (i.e., Title V Semi-Annual Deviation Report, Title V Annual Compliance Certification, NSPS Subpart DDD Semi-Annual Report, Annual NOx & HRVOC Certifications) and maintain accurate records and documentation.
  7. Develop/conduct environmental training as required. Provide written guidance to operations, maintenance and administration to ensure that environmental requirements are communicated. 
  8. Develop and implement management systems to improve the environmental performance of the La Porte Plant and La Porte Tech Center. 
  9. Report all emission events and maintenance, start-up, shutdown activities to TCEQ via web-based computer system (STEERS) as required.
  10.  Initiate investigations into root cause of emission events and maintenance, start-up, shutdown activity to be used as affirmative defense in demonstrating compliance.  
  11. Respond to Regulatory Agencies’ (i.e., TCEQ, Harris County, and EPA) inquiries including onsite investigations and preparation of documents in response to request. 
  12. Coordinate required emissions performance test and calibration test with vendors. 
  13. Perform environmental impact assessments, site inspections, and audits to identify potential areas of improvement.

Profil du candidat

Qualifications:

  • Bachelor’s degree in Engineering, Chemistry or closely related technical field
  • 5+ years of plant environmental experience required. 15+ years of plant environmental experience preferred
  • In-depth knowledge of state and federal air permitting regulations and requirements

  • External contacts include other RPA personnel, regulatory agencies, government officials, industry work groups, consultants.
  • Interaction with and oversight of vendors is required to ensure work is done accurately and within budget.
  • This position requires travel to other RPA locations, internal meetings, meetings with regulatory agencies and other meetings as required.
