Context & Environment

Yunlin OWF will be the first time TotalEnergies takes on the operatorship for an offshore wind farm as well as the first time operating an asset in Taiwan for TotalEnergies. The model applied for Yunlin will form the basis of other offshore wind farms to be operated by TotalEnergies.

In the context of a fast-growing global portfolio, developed with multiple international partners. The context of the offshore wind industry is marked by the complexity of multiple regulatory environments across the various geographies, which must be captured and dealt with by the OFW organisation and One Tech.

Activities

As a key part of TotalEnergies’ renewables energy growth ambition of 35GW by 2025 and 100GW by 2030, the Offshore Wind team is expanding to deliver on a growing project portfolio across the globe

The Planning and Performance Engineer (PPE) forms part of the Integrated Operational Control center (IOC) team and works with the rest of the TCM team to ensure maximization of the output of the windfarm.

The position will be based in Taipei, Taiwan and will include frequent site visits to Budai and offshore. In addition, infrequent travel to the head office in Paris or other locations may be expected.

Planning coordination and reporting for wind farm

Operational performance monitoring, analysis and reporting as required

Supporting the OM and GM on requests for operational performance reporting and follow up with shareholders and internal stakeholders

The Planning and Performance engineer’s responsibilities can be divided into 3 overall scopes:

Preparation

  • Ensuring coordination and optimization of the plans of the various contractors working on any of the windfarm facilities (Base, Offshore, substations).
  • Integrating the different long and medium-term plans from contractors and identify potential clashes, resources bottleneck and potential bundling of activities that would impact performance.
  • The PPE is responsible for creating the master plan and provide an availability view, that indicates the impact of planned activities on turbine availability.
  • The PPE must ensure that a year plan is prepared for the following year as part of the budget process for the wind farm.
  • This plan provides an overview of the major campaigns planned for the following year including WTG and BOP contractors’ campaigns, any MCR activities expected, and the logistics means expected for the following year.

Execution

  • The PPE is responsible for following up on the execution of the various activities on site
  • In collaboration with the Technical engineers, the PPE shall monitor the effectiveness of the contractors
  • Ensuring that the contractor minimize the production impacts of ongoing activities
  • Supporting the control room in the monitoring of coordination of activities to avoid delays due to bottlenecks or clashes.
  • During summer campaigns, the PPE collects progress status from the various ongoing campaigns to provide an overall progress report of the ongoing works to the O&M team and highlights any potential risks to the timely execution of the campaigns
  • When unforeseen issues occur, the PPE shall take appropriate actions to ensure smooth execution and timely resolution of operational issues.

Performance follow up

  • The PPE is responsible for ensuring that any performance gaps identified are investigated by the Technical engineers.
  • To do this, the PPE will use the available Asset Performance Monitoring tool to systematically follow up on failures or shortfalls and create a register of the findings to ensure retention of learnings from previous event.
  • In collaboration with IOC Operators, the PPE ensures the proper daily follow up of asset downtime and its contractual and technical allocations.
    • The PPE will participate and support the Technical engineers in the discussion with the contractors regarding performance and lead the downtime allocation discussion.
    • The PPE will also be responsible for ensuring daily/weekly production reviews to ensure a common understanding of the performance of the site and the various tasks going on within the O&M team as well as the monthly performance review with the GM.
    • Responsible for the performance reporting toward HQ as well as reporting towards local agencies as requested by the IOC Manager.
    • As part of the Performance follow up, the PPE will also be responsible for providing any technical performance input required for reporting purposes (insurance/lenders/shareholders…) and will act as single point of contact within the O&M team for any queries related to production or planning performance.
  •

As the position will commence during the ramp up phase of the O&M phase, the PPE is expected to also actively support the development of the required processes and procedures that govern the PPE scope.
