Context & Environment

Job Dimension

As a key part of TotalEnergies’ renewables energy growth ambition of 35GW of by 2025 and 100GW by 2030, the Offshore Wind team is expanding to deliver on a growing project portfolio across the globe

The IOC Lead is responsible for managing the IOC and leading the IOC  team which constitutes an essential part of the Operations Management (OM) team and ensuring the compliance to all operating procedures for a smooth operation of the windfarm.

The position will be based in Taipei, Taiwan and will include frequent site visits to Budai and offshore. In addition, infrequent travel to the head office in Paris or other locations should be expected.

The IOC Lead plays an essential role in overseeing the safe and efficient operation of the windfarm’s IOC, including the monitoring and control of WTGs, monitoring and control of Substations and all associated infrastructure as well as the safe coordination of all operations on site onshore and offshore. 

Activities

The IOC Lead is responsible for:

HSE management:

-    Ensure the compliance of all contractors working on site with the employer guidelines on HSE.

-    Act as the second response layer   to safety incident   happening on the windfarm and ensure their correct reporting and escalation following HSE guidelines.

-    Ensure that IOC Operators are well-trained, understand and follow all safety protocols in place.

-    Perform regular HSE inspections and ensure that all operational procedures are aligned with the HSE guidelines.

IOC room management

-    Coordinates  the 24/7 continuous operation of the windfarm IOC

-    Work closely with the IT/OT engineer and back office to ensure reliability and performance of all systems installed in the IOC

-    Responsible for the follow up of IOC equipment conditions and maintenance, in coordination with the IT/OT engineer

-    Lead and manage the team of operators including:

o    Operators’ shift pattern

o    Shift handover process

o    Training requirements

o    Positive work environment

Operational management

-    Ensure the monitoring of all windfarm systems through the IOC team including:

o    Monitoring the WTG and BOP SCADA, IT/OT connectivity and equipments, as well as all other subsystems

o    Monitoring offshore weather and sea conditions and forecast

o    Supervising the correct event/alarm allocation by the operators on the Asset Performance Monitoring tool

o    Controlling the Substation SCADA including determining the root cause analysis of event (Level 1) and performing remote corrective actions (including switching activities)

o    Coordinating with the TSO for control actions on the WindFarm

o    Coordinating with the Windturbine O&M contractor for control actions on the WTG

o    Initiating suitable repairs measures within 2 hours after the notification (in the event of a failure affecting WindFarm production)

o    Ensuring the smooth dissemination of information from IOC towards technical responsible personnel

o    Adapting the maintenance planning and resource availability in consideration of the live events on the site (weather, unplanned shutdown, coactivity risk, …)

o    Supporting the Planning & Performance Engineer the data collection, treatment and follow up (i.e. root cause analysis)

o    Operating a central monitoring unit or on-call service 24/7

o    Managing IT/OT connectivity issue and issue clearance (Level 1)

-    Oversee marine coordination in the field through the IOC’ team including:

o    All Vessels and persons tracking on site

o    Constant communication with all vessels, aircraft,   maritime traffic and working parties

o    Monitoring the approach of vessels and potential communication for anti-collision with vessels/ Wind Farm equipment

o    Executing the Emergency Response Plan in the event of collision (of vessels or with the Wind Farm) and environmental risk or damages and activating the Emergency response organization

o    Authorize transfer of personnel, material and parts, supplies and operating materials, service vessels 

o    Access control to all windfarm assets (including substations) through permitting system

o    Weather monitoring (lightning, waves height, currents…)

o    Logging of events (intrusion, communication with stakeholders, obstacles…)

Electrical Operations 

-    Jointly responsible with the Site Manager for the Electrical Operations Safety (Safety from the System) of the windfarm. 

-    Act as Senior authorized Person for any electrical activity being executed within the wind farm and ensure that all personnel working on tasks involving electrical hazards have the required skill level and are given the required instructions and induction for the work they need to perform 

-    Responsible for planning and supervision of any electrical operations on HV equipment within operating responsibility perimeter. 

-    Drafting/Reviewing Switching Schedules (SS) and other related documents 

-    Appointment of APs and ESPs for the wind farm and ensuring they are kept up to date on any changes to electrical equipment or any downgraded situations related to electrical equipment.  

-    Maintaining up-to-date registers including but not limited to SS register, authorization register, switching log…

Work management

-    Liaising with the Operations Management technical team (e.g. WTG engineer, BOP engineer…) as well as contractors’ operations team to solution technical issues affecting the system.

-    Supervising and reviewing the approval of all Permit To Work as well as the Transfer Plans submitted.  

-    Working closely with the Planning & Performance Engineer to identify resources availability bottlenecks and potential SIMOPS. 

-    Key User responsible with the support of the Site Manager and OM engineers for the management of the integrated tool selected including but not limited to CMIMS, Permitting system, persons & vessels management system, Planning, weather monitoring and forecast, inventory system.

-    Ensure with the WTG, BOP and IT/OT engineers the proper completion of the logbook of all events, actions (local and remote) and interventions 

-    Participate in the On-call duty rotation. 


Contractor and Stakeholder management

-    Ensure smooth communication interface with TSO, Wind turbine and BOP O&M contractors, and other stakeholders. and local stakeholders directly engaged with or affected by the operation of the wind farm (Fishery associations, Marine Port Bureau…) 

-    Working closely with Public Affairs/Stakeholder management  to ensure that all contractual requirements (reporting, permits, insurance, notices…) are followed.

-    Ensure that IOC remains a reliable and the first point of contact for all contractors.

-    Obtain and maintain maritime, aircraft, private mobile company radio operating licenses and frequency assignments   in collaboration with the IT/OT engineer. 

Supporting the general activities in the operations of the wind farm as per the instructions of the Operations Manager or general manager. 


Accountability

Profiel kandidaat

Profile Required

Electrical Engineering background with at least 5 years of operational experience working with HV switching equipment. 

Experience collaborating with TSO or working in large-scale utility company preferred. 

Marine coordination experience is a plus but not mandatory.

Ability to deliver in a fast-paced environment with tight deadlines and multiple demands

Team player

Curiosity, accuracy and rigor

Good Presentation / interpersonal skills

Flexible mindset, able to work outside comfort zone.

Fluent in English, Mandarin language skills is highly preferred.
