Qualification and Background 

- Graduate degree or diploma in the relevant fields 

- 7-10 years’ experience in activities related to the function; 

- Personal Abilities: Advanced Human Relations, Problem Solving and Planning / organizing / coordinating / controlling 

- Mandatory capacity to train C&P Fundamental trainings 

- Mandatory capacity to train newly recruited C&P personnel with C&P Induction 

- Training competencies: Demonstrable capabilities of developing, training and coaching less experienced contracts engineers 

- Ability to work under pressure, proven track record as strong team player, autonomous, rigorous, cross-functionality, Organization, Dynamism, Hard Working & Leadership. 

- Good organizational skills 

- Valid safety training in accordance with Company standards. 

- Excellent interpersonal skills with the ability to communicate and collaborate at all levels with the various TotalEnergies EP Brasil 

- Good knowledge of the SAP MM module 

- Self-motivated and driven

Activiteiten

The job holder participates to the functioning of the SCLC entity by performing the following activities under the supervision of the Lead Buyer: 


- Work closely with the DUET counterpart to create the contracts dossier, develop a clear definition of contractual responsibilities and discuss the agenda including: 

- Validation of contracts strategy 

- Negotiation and analysis of commercial bids 

- Participation in recommendations to award 

- Adapt standard and template documents to local conditions 

- Provide professional advice and guidance to all contract owners/entities with respect to contractual matters 

- Liaise with C&P Methods/planning/market and line Manager for reporting and statistics matters 

- Keep informed or best practices in contracts procedures for improvement of contracts practices in other Oil and Gas companies 

- Use frame agreements FALTC signed by shareholders 

The job holder executes the following contracts activities:

- Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information in order to perform market studies; analyze and assess all possible answers from the market

- Participate to the validation of the contracts strategy through: 

- Arranging and attending Contracts Committee Meetings 

- Pre-qualifying bidders 

- Defining target prices 

- Defining criteria for evaluation 

- Establish CFT commercial documents 

- Prepare and send out the dossiers of pre-consultation and Standard or Complex invitations to bid 

- Verify the alignment with HSE clauses, Company rules, Procedures, Instructions and applicable legislation when issuing all contracts and when drafting contractual and commercial terms and conditions 

- Verify the Terms & Conditions (standard, general and financial) 

- Compose contracts from standard contracts or without standard contract and create outline agreements 

- Conduct the Terms & Conditions bid analysis and negotiation 

- Conduct the commercial bid analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the DUET 

- Participate in recommendations to award through contracts Committees or DOA award validation and tracing of tender documents 

- Input all contracts/suppliers data/documents in the contracts and suppliers database 

- Handover contracts to the contract Partners’ Entities 

- Prepare files for the settlement of lawsuits in relation with the juridical, insurance and financial department 

- Monitor on-going contracts status, participate to claims, amendments and contract renewal discussions and Review supplier’s performance with the Duet

Planning Activities:

- Ensure the preparation, analysis, send out and update of the master procurement planning in alignment with the budget and analyze synergies 

- Update the Master Procurement Plan and IECP timely 

 

Compliance Management: 

- Participate in main SC affiliate training sessions to ensure compliance of training with processes/procedures/rules 

- Define, list and perform regular controls to ensure good use of SC tools 

- Define, structure and implement all affiliate SC reference in accordance with local laws and regulations and company rules 

- Ensure compliance of the C&P process with all internal company rules (including TotalEnergies Guide to conduct) and all applicable laws and regulation (Country laws...) 

- Ensure the good administration and filing of all C&P documents 

HSE responsibilities:

- The employee shall perform his/her activities in compliance with the HSE Management System, aligned with One Maestro Principles and oriented to safeguard the integrity of people, the environment and Company’s assets and reputation 

- Set a personal example in adherence to affiliate’s HSE procedures. Be in constant alignment with H3SE Company rules, instructions and applicable legislation 

- Raise awareness and provide guidance about the execution of the HSE rules 

- Assure themselves and the persons under their supervision of the safety of the workplace to avoid danger to persons, installations and avoid impact to the environment - Maintain the means for personal protection and safety emergency procedures 

- Conduct regular inspections and report any incidents (Anomaly, unsafe acts, near miss, damage, spill, injury, etc...) 

- Notify relevant staff on accidents, incidents and near-misses and initiating corrective actions

- Take the necessary measures to avert immediate threat of danger. Exercising caution as necessary to avoid danger to persons and installations

Accountable: 

- To produce contractual documents according to company procedures and ethics 

- To provide a quality, cost-effective and time efficient contracts service to Partners’ Entities 

- To participate in the optimization of the economic performance of the operations conducted in TotalEnergies EP Brasil 

- To optimize the overall performance of the Supply Chain processes within TEEPBR 

- To improve the quality and the value of the services delivered by the C&P entity 

- To guarantee the quality of purchasing and supply in terms of time, quality and costs 

- To control the implementation of contractual terms 

- To create a competitive and transparent atmosphere in contracts and purchasing processes 

- To liaise with all the TEEPBr entities such as operational entities, legal, insurance, accounting and cost control 

- To maximize the use and best practice of C&P tools. 

 

The job holder will ensure that:

- General Specifications, Guidelines and Manuals are taken into account. 

- Contracts and Procurement performance and cost efficiency goals are fulfilled. 

- Contract and Procurement know-how is shared within TotalEnergies group. 

- Look for cost reduction opportunities and efficiencies.

Context & Environment

Works in an interdisciplinary environment where she/he sets up contracts processes to establish contractual documentation and monitor the affiliate’s processes to ensure compliance with TGP standards and requirements. 

Lack or untimely delivery of materials or services whatever its value may have important production and financial consequences. Logistical Constraints are to be expected especially in the Foreign Purchasing Areas. A good understanding of the local industrial background enables judicious choices for foreign or local purchasing. 

The job holder is responsible for setting C&P company strategy and ensuring that it is communicated effectively in TotalEnergies EP Brasil. In addition, he/she ensures the overall provision of a proactive Contracts & Procurement services within the Company. The job holder should continually strive to challenge conventional contract administration processes, looking for a continuous improvement. Ability to manage processes that involve multiple stakeholders
