Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today.  The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.  Heavy and waxy oils will be produced from 29 well pads, (with 9 located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bwpd of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection and by polymer water injection depending on the reservoir’s characteristics. The project also includes an extended interconnecting network with temperature preservation. LPG extraction, storage and tankers loading facilities are part of the CPF facilities.

Multicultural environment Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. Due to staggered development on CPF and Well Pads, it is expected that SIMOPS at CPF (Operations vs Construction and Commissioning) and SIMOPS at Well Pads (Operations/DW or WO/Construction and Commissioning) will occur.

Activiteiten

Main Duties and Responsibilities:

Project Phase

  • Become site and process system familiar
  • Contribution to the SIMOPS Procedures required for First Oil (FO).
  • Elaboration of the SIMOPS Dossiers required for FO.
  • Contribution to review the SIMOPS related procedures – PTW, Emergency Response.
  • Participation the Risk Assessment sessions related to SIMOPS activities.
  • Contribution to Start up and Commissioning activities and highlight in advance any potential Coactivity and SIMOPS.

Operational Phase

  • Ensure application and adherence of Company SIMOPS Philosophy and SIMOPS Procedures.
  • Ensure adherence of SIMOPS Group referential.
  • Participate in SIMOPS related pre-job visits and ensure that all requirements of SIMOPS Philosophy and SIMOPS Procedure are taken in account at preparation and execution phase.
  • Make regular site visits to ensure the conditions related to SIMOPS are followed.
  • Conduct regular site inspections and audits to verify implementation of controls agreed by different parties.
  • Intervene and stop work if unsafe conditions or conflicts are identified.
  • Provide regular updates to SIMOPS Leader on SIMOPS status, challenges and achievements.
  • Attend PTW opening at CPF or Well Pads for the High Risk activities specified in SIMOPS procedure.
  • Advise plant personnel and contractors on SIMOPS issues.
  • Keep up to date the Coactivity matrix and ensure the adherence during activities execution.
  • Ensure the appropriate coordination during SIMOPS activities at CPF and Well Pads.
  • Assist SIMOPS Leader in the process of SIMOPS organization and reporting.
  • Contribution to specific SIMOPS Procedures preparation.
  • Elaboration and follow up of the SIMOPS Dossiers.
  • Participate in Works preparation and check that precautions are enforced.
  • Participate SIMOPS coordination meetings.
  • Participate to risk assessments.
  • Participate to PTW system.
  • Ensure good communication with Construction, Production and DW teams to facilitate progress of activities and avoid conflict with Production activities.

Activities (Safety)

  • Identify downgraded situations and propose mitigating measures ; then ensure that these mitigation measures are applied.
  • Contribute to the reporting of anomalies, incidents, STOP CARD ; participate to the investigations including Cause Tree Analysis and apply corrective actions as necessary.
  • Participate to the Risk Assessment Workshop, HAZID , HAZOP.
  • Participate to PTW audits.
  • Participate to the Weekly Safety meeting.

Profiel kandidaat

Qualifications & Experience:

  • Diploma of Higher Education or BTCE. Education on operational safety, production operations, well operations
  • Professional experience, and 3 years in similar position
  • Good technical skills in O&G.
  • Good knowledge of Company HSE Safety Rules, SIMOPS, PTW System, or equivalent in Oil & Gas industry.
  • Ability to work under pressure and stressing conditions.
  • Ability to lead a team. Natural Authority.
  • Responsible, able to take decisions
  • Adaptability and ability to work in an international environment.
  • Good communication skills. Clear and concise reporting both verbal and written
