Contexto y entorno

The position is based in Maputo however it involves working with a diverse team that is in Maputo, Pemba and Afungi consequently entails frequent travel to sites, (Afungi - Palma and Pemba). It also requires regular interaction with the Human Rights team at HQ.

This role also supports the international dimension of the Voluntary Principles on Security and Human Rights (VPSHR), ensuring local implementation aligns with globally recognized standards and good practice, and facilitating engagement and reporting with headquarters and international stakeholders such as the Voluntary Principles Initiative (VPI) and others, as required.

Actividades

  • Plan, design and implement an overall VPSHR strategy for TotalEnergies OTOC and the Mozambique LNG Project which is aligned with Human Rights Policy/strategy of the Project and VPSHR strategy for the HQ.
  • Support Security Director with updates on topical VPSHR issues to be discussed at the level of the Human Rights Steering Committee and company Management level.
  • Advise on, and advocate for, compliance with all applicable law and regulation relating to VPSHR within TEPMA1 and the affiliate as well as advocate for VPSHR compliance and adherence to good practice among peers and industry groups.
  • Support the development of guidance for, and implementation of, robust operational VPSHR related due diligences building on existing requirements for community human rights impact and risk analysis.
  • Support the integration of VPSHR considerations into Project functions (e.g. supply chain, service and marketing) and relevant operational processes.
  • Engage with International and Regional Human Rights institutions or mechanisms to advocate and promote the VPSHR work of TEPMA1.
  • Lead on exercises seeking to assess the implementation of the VPSHR SOP’s and identify gaps and avenues for improvement.
  • Facilitate coordination and collaboration between Security and Social Performance departments to deliver Community Resilience and Security Framework.
  • Drive the implementation and monitoring of the VPSHR including, but not limited to:
  1. Define and ensure that adapted VPSHR training sessions are implemented for all PF officers and private security officers working for the Project,
  2. Develop and maintain an efficient incident/case management system in compliance with international standards,
  3. Oversee the PF community engagement activities,
  4. Develop and implement innovative initiatives to improve relationships between the Project security forces and communities and compliance with the VPSHR,
  5. Promote Project initiatives and its achievements on the Community Resilience and Security Framework, internally and externally.
  • Oversee VPSHR reporting database, including review of INTREP reports on VPSHR and provide advise on all VPSHR case reporting.
  • Ensure follow up of misconduct/cases involving security forces protecting the Project and TE assets in the country.
  • Provide regular updates on VPSHR to the Security Technical Committee as part of the Security Framework, to lenders, HQ team and government as needed.
  • Provide support, when required, in the implementation of all aspects of the Security Framework, particularly human rights related matters.
  • Develop, maintain and engage an established network with civil society organizations, government entities and international organizations specialized in human rights and security to support/contribute to VPSHR promotion, share experiences and good practices, and share TEPMA1 strategy and achievements.
  • Maintain an updated database of key national and international players on issues related to human rights and VPSHR.
  • Provide input into weekly, monthly, quarterly, and semi-annual reports on human rights and VPSHR matters.

Perfil del candidato

  • Bachelor’s degree in Law, Social Science or related discipline.
  • Minimum of 10 years of Experience in working in partnerships with governments, academia and civil society organizations at a local, provincial, national levels. Experience with Civil Society Organizations at an international level is an advantage.
  • Experience of developing and delivering strategies in a professional practice area.
  • Knowledge of international standards, laws and frameworks related to human rights and VPSHR.
  • Knowledge of industry best practice in private sector management of VPSHR and human rights issues for oil & gas, and extractives sector.
  • Ability to lead and work in a team consisting of specialized development practitioners.
  • Background or experience in security, international humanitarian law and/or business and human rights Experience in project management/coordination and leading transversal projects.
  • Previous experience working with military/police personnel or as part of a security team and/or previous experience working as part of a Human Rights/community relations/socioeconomic development team is an advantage.
  • Good interpersonal and communication skills as well as analytical skills, proactivity, adaptability, and integrity
  • Fluent in Portuguese and English (speaking, reading and writing) with great capacity to produce reports.
  • Computer skills including proficiency in MS Word, Excel, and PowerPoint.
