Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company Today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. 80 WO operation with 2 WO rigs. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.   Heavy and waxy oils will be produced from 29 well pads, (with 9 located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bwpd of water treatment capacity. Reservoir pressure maintenance is ensured by water injection, test of polymer water injection will be implemented. The project also includes an extended interconnecting network with temperature preservation. LPG extraction, storage and tankers loading facilities are part of the CPF facilities. 90 km of Feeder line with 6 block valve station facilities and Kabaler Shared Facilities are under Operational Responsibility of Field Site Manager. Multicultural environment. Highly Populated at the south of the field. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.

Activities

Main Duties and Responsibilities:

HSEQ responsibilities:

  • Support and implement the HSEQ management system.
  • Adopt and demonstrate exemplary behavior about HSEQ rules & requirements, as well Company Ethics & “Code of Conduct” policy
  • Participate in Job Safety Analysis and make suggestions.
  • Promote HSE culture within his team and ensure HSE related topics are treated as top priorities in his discipline .
  • Ensure HSE standard of Contractors enrolled in maintenance disciplines are in line with Company rules & referential.
  • Participate and assist in the development and implementation of Environmental management and Energy efficiency System processes.
  • Validate derogation dossiers related to his disciplines, participate in the diagnosis and corrective actions development.
  • Contribute to MAESTRO deployment and continuous improvement, promote and control rigorous application of the Company’s Golden Rules in all activities

Project Phase

  • Provide and lead the expertise and support on all matters related to the maintenance activities of the facilities.
  • Manage support provided to Maintenance Operations in all disciplines and manpower.
  • Ensure technical discipline input the MIEC development related to maintenance aspects
  • Maintenance plan adequacy and accuracy
  • Ensure the correct Spare parts selection are made for maintenance operations. Support C&P in the technical procurement process.
  • Ensure complex Maintenance Procures are prepared and implemented as required.
  • Implement Contract Management for contracts in accordance with affiliate guidelines and Company requirements for contracts.
  • Prepare the Scopes of work and manage the contract preparation, evaluation and award of the for-maintenance support and specific maintenance contracts preparation and implementation in due time
  • Lead the definition of the Specific maintenance Contract strategy, to ensure the preparation of the various maintenance contracts. Manage the overall Call for Tenderers (CFT), follow up implementation for the production phase in close liaison with the Affiliate.
  • Contract owner for selected large maintenance SMCs.
  • Responsible for the means and resources, organization set up, personnel recruitment, jobs description definitions and training and development requirements for the Kampala maintenance support teams.
  • Implement a training and development plan for subordinates with team and provide technical input to training plan for site personnel.
  • Maximize the implementation of Digital Solutions to support Maintenance operations.to ensure that systems are in place to improve overall operational performance post start-up.
  • Ensure that all required to operation permits technical part is prepared in coordination with the permitting department.

Operational Phase

  • Lead the Maintenance Department in providing effective technical support for the facility, ensuring attainment of production target, always attaining performance efficiencies whilst meeting HSE and Integrity targets.
  • Ensure the Condition Based Maintenance is used to maximize equipment availability whilst maintaining the technical integrity of the equipment.
  • Maximize the use of Digital Tools to monitor equipment performance and reduce unnecessary work activities.
  • Implement a robust maintenance planning process  to maximize operational efficiency and minimize equipment backlog.
  • Review the long-term plan to ensure the adequacy of resources to meet the maintenance requirement
  • Adapt the maintenance regime implemented following regular reviews to ensure its effectiveness and continued applicability.
  • Ensure that operational threats are prioritized by implementing a clear, risk-based task management system
  • Implement a proactive reliability programme to address areas of unreliability and propose appropriate mitigation measures and action plans.
  • Prepare the required management reports . Maximize automation and LEAN reporting techniques
  • Monitor the attainment of SECE assurance activities, providing accurate statues report and implementing mitigation measures to counteract any threats.
  • Review and prioritize all outstanding discipline modifications and ensure that they are addressed within the requisite timeframe.
  • Responsible for managing specific budget lines, monitoring costs and ensuring that expenditure is within budget.
  • Develop and maintain good working relationships with site personnel through effective communication and by making regular visits to site.
  • Develop positive and constructive relationships with contractors and suppliers. Identify opportunities to improve contractor/supplier performance, reduce costs and improve the quality of services/products supplied.
  • Monitor overall requirements for maintenance contracts and implement a contractual plan to ensure full coverage for the services required.
  • Following up contract performance within the department to ensure effectiveness of the awarded contracts.

Candidate Profile

Qualifications & Experience:

  • Degree in relevant technical field, from an accredited university or equivalent.
  • Minimum 12 years’ maintenance experience in an oil & gas or petrochemical environment, two years of which must have been spent working on an operational plant.
  • Experience in similar position working for operations in Oil & Gas sector in a supervisory position, especially in maintenance and/or operation
  • Must have good working knowledge of codes and standards used in the Industry (NEC, NEMA, ISO, IEC, ATEX, NORSOK, ASME, ASTM, API, ANSI etc…)
  • A good working knowledge of office software packages such as Excel, and preferably experienced in a CMIMS (e.g. SAP, UNISOL)
  • Good interpersonal and organizational skills as well as a good level of computer literacy and proficient in Microsoft Office.
