Context & Environment

TEEP Ratawi Hub is an affiliate steering and implementing $14 billion investment in 4-in-1 multi-energy and multi-branch Growth Gas Integrated Project (GGIP) in Basra region of Iraq. GGIP consists of: Common Seawater Supply Project (CSSP) – to treat 5Mbwpd of seawater for water injection to oil fields, Associated Gas Upstream Project (AGUP) and Gas Mid-stream Project (GMP) – to re-develop the Ratawi oil field and produce 210kbopd at plateau and to treat up to 600 MMscf/d (Phase 1+2) of raw gas otherwise flared to supply LPGs, condensates and dry gas as feedstock for 1.2GW of power generation capacity, growing to 2.4 GW in 2nd phase, Solar Power Plant (APP) – to supply 1GW solar electricity. The sub projects are run in parallel and are at various stages of advancement.

Activities

Main Responsibilities

Permitting and Consents Administration

  • Act as the focal coordinator/responsible person within GGIP organization for identifying with Projects and Affiliate entites and timely obtaining from external stakeholders (Iraqi authorities and administrations and private businesses as needed) all industrial permits/licenses/consents/approvals and other specific agreements (tie-in agreements, crossing agreements) required by the GGIP.
  • Critically interact with Projects and Operations organizations for:
    1. Identifying/confirming industrial permits/licenses/consents/approvals needs to fall TotalEnergies 
    2.  securing technical input and validate the necessary application dossiers or agreements.
    3. Advise on Contractors permits/licenses/consents/approvals processes as needed 
  • Suggests permitting/licenses/consents/approvals batches/synergization to save costs and timeline 
  • Maintain in accordance with the relevant legislation a master permits/licenses/consents/approvals register.
  • Monitor legislation with Legal department for any update or changes impacting the GGIP permits/licenses/consents/approvals
  • Monitor need for renewal and anticipated accordingly
  • Develop and maintain the required network and focal points with relevant external stakeholders 
  • Support other entities involved in ESHIA, land access, labor and security matters as needed (non-industrial permits)
  • Develop and maintain databases, spreadsheets & reporting tools as necessary to carry out the work.
  • Coordinate all required actions to secure permits/licenses/consents/approvals including meetings with relevant external stakeholders .
  • Carry out any duties assigned in furtherance of the above activities or other activities as may be assigned from time to time.

Planning

  • Interact with Projects and Affiliate  planners/permitting staff to update/optimize planning activities linked to permits/licenses/consents/approvals

Joint Venture

  • Support JV and Finance teams on all aspects linked to permitting/licenses/consents/approvals
  • Contribute to negotiations for Tie-in and Crossing Agreements as needed 

Candidate Profile

Qualifications & Experience

  • Bachelor’s degree in Business / Social sciences / Engineering or Law 
  • Minimum 10 years of experience in Iraq in Regulatory Affairs and/or Public Relations.
  • Excellent communication and stakeholder Management skills
  • Fluent in English and Arabic

Job Dimension

The job holder’s activities are focused on ensuring the timely deliverance of all permits with external stakeholders required for the development of the Gas Growth Integrated Project (GGIP) which is a 14 G$ project comprising 4 sub-projects of different maturity. This will require several hundreds of permitting/licenses/approvals or ad-hoc agreements to be obtained or agreed. Job holder will strongly coordinate with GGIP Projects and entities as well as relevant external stakeholders (various Iraqi authorities/administrations as well as business entities).
