Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site.  The project is focused on delivering the lowest possible cost, which requires challenging design concepts as well as substantially challenging the Company referential.

Challenging production fluids (high oil viscosity on Northern Wellpads, very waxy crudes on Southern well pads) will have to be treated through the oil production chain, which makes Tilenga project unique in terms of production chemistry, separation and PWT challenges. Multicultural environment: Contractors will be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.

Activities

Main Duties and Responsibilities:

  • Maintain uptodate HSE training in accordance with Ugandan regulations and Company requirements, including safety rules, inductions, fire prevention, first aid.
  • Ensure the Company Golden Rules are fully understood and consistently applied.
  • Provide strong HSE leadership by ensuring safe systems of work and safe operating conditions within the area of responsibility.
  • Demonstrate visible HSE commitment through participation in risk assessments, audits, HSE meetings, and emergency drills.
  • Report all environmental and safety anomalies promptly.
  • Halt any operation that poses a risk to personnel or equipment and immediately address conditions that could lead to injuries, accidents, or fire hazards.
  • Conduct regular Toolbox Talks, ensuring only personnel who have completed safety briefings and passed HSE assessments are authorized to work.
  • Inspect laboratory workstations routinely and enforce corrective actions to maintain full HSE compliance. Ensure all laboratory equipment, instruments, and workstations are operational, safe, and equipped with required protective measures. Maintain safe and functional laboratory premises, equipment, and instruments at all times.
  • Monitor environmental risks during production and process setbacks and recommend technical solutions to minimize impact.
  • Enforce the correct use of personal protective equipment for all laboratory personnel.
  • Oversee the safe storage, labelling, and handling of hazardous substances in compliance with HSE regulations.

Technical

  • Perform physical and chemical analyses of export oil and all associated fluids (gas, produced water, lake water, and effluents) in line with current standards, specifications, and approved laboratory programs.
  • Maintain, update, and optimize laboratory analysis programs, including sampling frequencies, standardized measurement techniques, and the database of monitored parameters.
  • Ensure analytical results meet required accuracy, objectivity, and regulatory quality standards through a robust quality control system.
  • Investigate and resolve lowquality analytical results using systematic troubleshooting methods.
  • Lead the development, implementation, and performance evaluation of annual and ongoing laboratory work plans to support safe, reliable, and efficient operations.
  • Oversee proper operation, maintenance, storage, and timely verification/certification of laboratory equipment and instruments, including developing and/or updating supporting procedures.
  • Ensure technicians maintain accurate laboratory logbooks and proper documentation practices.
  • Identify and resolve critical laboratory issues during operations to maintain continuity and reliability of laboratory services.
  • Plan and manage the supply of laboratory materials, chemicals, tools, and equipment to guarantee uninterrupted operations.
  • Initiate and coordinate procurement of equipment and consumable stock takes, preparing PR/POs, and monitoring delivery in collaboration with Contracts & Procurement.
  • Lead the development and revision of Operating Procedures, ensuring alignment with safe work practices, environmental requirements, and mechanical integrity standards.
  • Support laboratory and production chemistry technical assistance to site teams and the Collaborative Work Environment.
  • Contribute to processrelated Requests for Modification (RFM) and support Engineering and OneTech teams by responding to technical queries and preparing Scope of Work for external studies.
  • Review laboratory and production chemistry technical documentation submitted by contractors and third parties.
  • Recommend improvements to laboratory technological infrastructure and evaluate the applicability of modern measurement techniques.
  • Capture and formalize lessons learned related to Laboratory and Treatment disciplines.

Interfaces

  • Participate in process and production chemistry studies during trouble shooting sessions and field tests, where necessary.
  • Ensure interface requirements for Laboratory capacity is in accordance with operations, environment, geoscience and Well performance requirements.

Quality / Laboratory Accreditation

  • Coordinate and monitor the laboratory accreditation process to ensure full compliance with Ugandan legislation and accreditation criteria.
  • Ensure adherence to all applicable environmental regulations, legal requirements, and accreditationrelated obligations.
  • Implement and oversee the laboratory’s quality control policy in line with accreditation standards and competency requirements.
  • Manage all laboratory documentation, ensuring proper registration, version control, updates, and traceability.
  • Prepare and submit test result reports according to the laboratory’s quality control and reporting requirements.
  • Supervise the full lifecycle of laboratory equipment including registration, identification, operation, verification, certification, maintenance, preservation, and decommissioning in accordance with approved procedures.
  • Conduct internal inspections to verify compliance with accreditation standards, including scheduling, developing audit / inspection programs, documenting findings, and implementing corrective/preventive actions.
  • Monitor test result stability by developing and applying control programs and protocols for approved quality indicators and evaluating associated data.
  • Organize and conduct interlaboratory comparative testing to validate analytical accuracy and consistency.
  • Retain skilled laboratory personnel and support their continuous professional development.
  • Coordinate and deliver timely training programs to ensure staff remain competent, compliant, and up to date with current procedures and standards.
