Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today.  The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area,

and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. 80 WO operation with 2 WO rigs. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.  Heavy and waxy oils will be produced from 29 well pads, (with 9 located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bwpd of water treatment capacity. Reservoir pressure maintenance is ensured by water injection, test of polymer water injection will be implemented. The project also includes an extended interconnecting network with temperature preservation. LPG extraction, storage and tankers loading facilities are part of the CPF facilities. 90 km of Feeder line with 6 block valve station facilities and Kabaler Shared Facilities are under Operational Responsibility of Field Site Manager. Multicultural environment. Highly Populated at the south of the field. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. SU Manager report to the Field Operation Manager Direct report Start up site leader, start up support team, technical site team 100+ pax Position is based on site and require close coordination with main site FOPS Superintendents, construction and commissioning team.

Activities

Main Duties and Responsibilities:

  • Take part on Review of Pre-Comm, Commissioning procedures & associated planning
  • Monitor the Troubleshooting and ensure the resolution of start-up problems
  • Follow up with EPSCC preparation and execution of final operational test procedures
  • Ensure that all required Procedure and instruction are prepared for FO
  • Ensure that TIM tools are developed and implemented to facilitate Operation and Maintenance team work execution
  • Prepare and ensure reception of facilities from EPCSS, Drilling team and EACOP.
  • Coordinate the preparation of Kampala support and smart room support to ensure tire 1 smooth support
  • Ensure in coordination with Commissioning Manager consistent planning in line with overall Start-Up strategy
  • Issue start-up sequences and activities, in coordination with EPSCC and production teams
  • Definition and execution/preparation of all studies, procedures, risk/hazard/SIMOPS analyses and management of interfaces issues associated with commissioning and start-up activities
  • Identify, follow and ensure mobilization/supply of material, spares, consumables & Tools and vendor / man-power support requirements for Start-up. Ensure Procurement follow up for Production and maintenance required tools.
  • Coordinate post-handover hydrocarbon related testing is completed by CONTRACTOR & successful completion of OTP.
  • Maintain daily updates of Red Spade Master document.
  • Develop Handover protocols & list of documents to facilitate smooth handover between Project to Operation.
  • Make sure that the Production and Maintenance team witness activities of CPF and wellpad EPSCC commissioning team in all EFAT, SIT, pre-comm and commissioning tests of equipment and control systems.
  • Assist the Field Operation Manager on all technical issues and all technical input from Method and specialist are considered in the Operating procedures.
  • Validate the Ramp-Up Strategy in coordination with method, well performance and production team
  • Participate to HAZOP, HAZID, PTR and any necessary audits / reviews.
  • Assist Production and Maintenance team after First Oil for remaining Start-Up activities 
  • Propose modifications of operating procedures when necessary and ensure updating of operating manual.
  • Conduct frequent Work Permit Audits.
  • Ensure safe inhibition management by Contractors.

Candidate Profile

Qualifications & Experience:

  • Chartered Engineer or similar education level (Master’s degree) (Petroleum, Process).
  • Minimum 15 years’ of proven experience in a similar role on site. Past experience as Site Manger (RSES) or Head of Production Methods position in operating affiliate is a prerequisite for the position
  • Understanding of maintenance processes, Well performance, site integrity, and operational experience., well performance, integrity, and operational experience.
  • Experienced in leading operations in a large onshore or offshore field preferably in a comparable remote location, would be an advantage.
  • Excellent communication and interpersonal skills; adept at interaction with variety of contacts, including peers within a multi-disciplinary team, management, vendors and industry partners
  • Must be very analytical with ability to propose innovative and workable alternatives or solutions
