Context & Environment

ACTIVITIES

The Technical Contract Engineer plays a crucial role in the Operations Management team by negotiating, drafting and managing O&M technical contracts, most importantly WTG and BOP services contracts, as well as overseeing procurement processes within the windfarm. 

The Technical Contract Engineer is responsible for:

HSE

-    Ensure the compliance of all technical contracts with the Employer guidelines on HSE.

-    Ensure the compliance of all technical contracts with the local HSE regulations and standards.

-    Support the HSE Manager in implementing the HSE performance contract with main contractors.

Contract preparation and negotiation

-    Depending on the Contract estimated value, either participate or lead invitations of tenders for any new contract with the Global Procurement department

-    Manage the tender processes and ensure compliance with TTE and local regulations/standards in terms of tendering with the Global Procurement department.

-    Manage negotiations with suppliers, contractors, and other stakeholders to secure the best terms for the project while balancing cost, quality, and timelines with the Global Procurement department.

-    Ensure that all technical aspects, including warranties, delivery schedules, and penalties for non-performance, are negotiated and agreed upon.

-    Negotiate terms related to the distribution of risk between parties, especially concerning unforeseen technical issues, delays, and costs.

-    Work closely with the engineering teams (BOP, WTG, IT/OT…) to identify technical risks that may arise during the execution of the contracts and ensure that contractual terms address identified risks, with proper contingencies and mitigation strategies in place.

Contract management and administration

-    Oversee and monitor the ongoing execution of contracts to ensure compliance with technical specifications, timelines, and budget.

-    Ensure all deliverables (e.g., services, inspections, repairs) are met according to the agreed schedule and technical requirements.

-    Manage any changes or modifications to the contract that may arise during the project. This includes technical changes to the scope, design, or timelines and the proper documentation of these changes.

-    Negotiate amendments to the contracts if necessary, ensuring that the impact on costs and timelines is managed appropriately.

-    Monitor and control the financial aspects of the contract, ensuring that technical scope changes, delays, and unforeseen costs are properly managed and documented.

Contract performance management

-    Conduct periodic assessments of performance and address any deviations from the agreed terms, including quality and schedule issues.

-    Prepare reports detailing the status of contracts, highlighting any issues, risks, or delays, and present these reports to senior management.

-    Provide clear and transparent updates on contract progress (with the support of discipline engineers), including cost and schedule performance, and technical milestones achieved.

-    Track invoicing and payments to contractors, ensuring they align with the work completed and technical deliverables.

-    Ensure the validation of contractual KPI calculations in due time and follow-up the invoicing of associated bonus/LDs to be paid

Claims and dispute resolution management  

-    Manage any claims arising from the execution of the contract, whether related to delays, non-performance, or technical issues.

-    Work closely with the commercial and technical teams to assess the validity of claims and negotiate resolutions, ensuring minimal impact.

-    Support the technical management team in mediating and resolving technical and contractual disputes between the project and contractors, aiming for solutions that protect the project’s interests while maintaining good relationships with contractors.

-    Ensure any settlements or agreements made align with the project's technical requirements and contractual obligations.

Coordination and stakeholder management

-    Act as the main interface between Operations Management team and the Joint Venture Service Agreement Commercial team regarding the contracts management and their relation to financial, legal and commercial aspects.

-    Coordinate the invoicing validation process between the Operation management team and the Joint Venture Service Agreement Commercial team

-    Support the Joint Venture Service Agreement team in case of insurance claim 

-    Ensure clear communication between different teams about contract specifications, deadlines, and project constraints.

-    Provide the Operations Management team with commercial expertise and strategic advice on purchasing and contracting.


Supporting the general activities in the operations of the wind farm as per the instructions of the General Manager or Operations Manager.

  1. Relevant degree, preferably in engineering or commercial field with at least 2 years of experience working managing large-scale contracts. 
  2. Proven track record managing tendering and/or procurement processes, preferably in the offshore wind industry.
  3. Ability to deliver in a fast-paced environment with tight deadlines and multiple demands
  4. Team player
  5. Curiosity, accuracy and rigor
  6. Good Presentation / interpersonal skills
  7. Flexible mindset, able to work outside comfort zone.
  8. Fluent in English and Mandarin languages.

The Technical Contract Engineer is an essential part of the Operations Management (OM) team and works with the rest of the OM team to ensure maximization of the output if the windfarm.

The position will be based in Taipei, Taiwan and will include regular site visits to Budai and might include infrequent trips offshore. In addition, infrequent travel to the head office in Paris or other locations might be expected.
