Context & Environment

Properly control project to comply with company rule (project management, technical, and safety)

Properly control the maintenance of all depot (Main fuel Depot, Aviation Depots and Warehouse) to ensure the technical Integrity is in compliance and equipment is well maintained.

Control budget to ensure expense is within the plan.

Responsible for HSEQ, Total Standard & Procedures, Management related program/activities/drills for regular and contracted staff / acts as IMS, ATI, SMT, ICT, ICC, EODC, One Maestro, SRM, Technical Integrity and other Audits program coordinator and also to ensure

compliance with the Group Standards/Procedures.

Accountable for statutory approval, License, Certificates,…etc, related to Operations Department with local authority.

Sustainability of Operations, Efficiency of Operations.

Responsible to initiate and finalized the Goods & Services contracts as per the Contract management framework

Activities

  • Manage all projects and Maintenance pertaining to construction, equipment installation in Importation Depot, Aviation Depots, and Lubricants Warehouse. Ensures compliance to TotalEnergies Standards, Company Rules, Procedures, and local Regulations in an efficient and cost-effective way.
  • Control all HSE aspects (Technical Integrity, MOC, downgrade situation, derogation, etc.) and its compliance at all depots and warehouse for all projects and maintenances. Ensure that all process is tracked and documented.
  • Prepare scope of work with budget estimation and execute the projects at all sites by well coordinating with the site owners to ensure that the project management and technical are compiled; cost (commitment & liquidation) and progress are well controlled.
  • Manage the maintenance including, planning, scope, expense, and contract by coordinating with all sites, purchasing team and contractors.
  • Coordination with Finance on the processing of vendor invoices and payment.
  • Control and centralize all action plans, follow up and implementation to ensure the higher level of Technical Standard for each Depot, Transport and Warehouse.
  • Control all statutory approvals, Licenses, Certificate etc., related to Operations and Logistics with Authority department. Organize record and monitor tracking and ensure the renewal within regulation timeframe. Arrange for the execution of Permit/Licenses process.
  • Regularly joint review and assess the gap of existing facilities, standards, rule, guidelines and procedure with updated one.
  • Work closely within department in monthly basis to collect and centralize the report regarding Operation KPI, Optimization projects and/or other tools introduce by APMO or the Group and analyze to find improvement plan and propose any innovated-on idea to ease, simplify the operational activities.
  • Coordinate between Internal Departments (Retail, Consumer, Purchasing, Finance) and External (Officials, Contractors, Dealers, Engineering Companies, Consultants, etc.)
  • Main Deliveries of the Job Holder are Project and Maintenance Budget Follow up, Technical specification, standard, technical drawing, scope of work, cost estimation and the project and maintenance management; Responsible to coordinate the SAP Purchasing and CAPEX and OPEX Procedures
  • Report to Project Manager regularly the status of progress, potential issue (HSE & technical) of the project and maintenance.

Candidate Profile

  • Education background: Certificate of Civil Engineering Degree or related field
  • Knowledge:
  • Good knowledge in construction/project related to QA/QC and Project Management with at least 2-year experience 
  • Good knowledge of petroleum industry in term of technical, safety and project management is preferred 
  • Good at problem solving, communication and interpersonal skills 
  • Languages: Good at written and oral English 
  • Computer literacy: MS Office, Auto CAD, MS Project 
  • License & Others: Having valid driving license
