Context & Environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential.  Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements, and technical authorizations as well as international codes for onshore plant will apply.  The project is aiming for FID end 2020 with a start of drilling operations circa Q2 2022 and a Ready For Start-up (RFSU) target 45-50 months after FID. 

Activities

Main Duties and Responsibilities:

HSSE

  • Take Health, Safety & Environmental lead in ensuring "safe systems of work" and "safe conditions" are in place within area of responsibility.
  • Demonstrate visible commitment to HSE by periodically leading/taking part in risk assessments, audits, HSE meetings, emergency drills 
  • Ensure the assigned staff comply with all company HSE policies & procedures and related initiatives.
  • Ensure Engineering activities are performed in compliance with a high regard to Health, Safety, Security and Environmental requirements.

Technical

Project Execution phase

  • Participate in the design preparation of the NPDMS with the support of HQ for Oil delivery at Kabaale Hub as per the company and Industry standards.
  • Be a key actor in the NPDMS deployment with the Site Acceptance Test step until final tool delivery.
  • Support implementation of agreements with partners.
  • Ensure handling of the tool by operators, production superintendent and all people responsible for completing the NPDMS tool on daily and monthly basis at Kabaale Hub.

Procedures

  • Develop the procedures associated to the integrated planning definition, the forecast elaboration of the delivery at Kabaale Hub and export from Kabaale Hub, the reporting processes including forecast, shortfalls, allocation, Unplanned shutdown reporting and analysis.
  • Each document will have to integrate the responsibilities of who is doing what. 

Oil lifting coordination

  • Prepare the Oil lifting tools and processes in collaboration with EACOP, Kingfisher and the Refinery operator and as per the Operation Coordination and Lifting Agreement.
  • Participate in design preparation of the NPDMS with the support of HQ for Oil lifting planning.
  • Edit the oil export coordination associated relevant procedures amongst others: oil delivery integrated operations planning, oil delivery nomination.

Production phase

  • Complete and validate the material balance performed by site production team on continuous and regular basis for production delivery at Kabaale Hub.
  • Collaborate with Metering engineer and be aware of any metering systems deviation/correction impacting the measurement at Kabaale Hub.

Oil lifting coordination 

  • Responsible for Oil lifting planning and coordination. 
  • Coordinate oil lifting of the exported oil at Kabaale Hub delivery point with each LA Shippers, the refinery and EACOP operators.
  • Coordinate interfaces with Kingfisher, the refinery, Kabaale hub and the pipeline operators and with Tanga terminal.
  • Collaborate with Tanga Terminal operator to retrieve and follow off taking reports.
  • Collaborate with EACOP regarding the management of the oil export through the pipeline and control on monthly basis the material balance / imbalance calculated.

Interfaces

  • Ensure interface with each LA Shippers, the refinery and EACOP operators for integrated planning and for forecast preparation. 
  • Ensure interface with Kabaale Hub production team for production material balance and shortfalls justification.
  • Ensure interface at Kabaale Hub with all actors in the oil lifting.

Candidate Profile

Qualifications & Experience:

  • Degree in Petroleum / Process / Chemical Engineering or equivalent
  • Minimum 3 years’ experience in process engineering, well performance or field operation in gas and/or oil refining and chemicals
  • Know-how in oil and gas operations
  • Ability to simultaneously manage several requests
  • Must have an aptitude for analyzing data and recognizing abnormal conditions
  • Must have good communication skills to work with Stakeholders and the Field.
