Kontext & Umgebung

Green Field Project in the country without Oil and Gaz production experience, TEPU not include operation department. Tilenga is a remote location in UGANDA near Albert Lake with sensitive national park environmental conditions.

Maintenance complexity index of Tilenga is estimated to 3100, that place Tilenga to the first place of the operated single Totalenergies assets and equivalence of two Totalenergies operated FPSO. Huge onshore challenge related to the facilities

localization on the area of 25km by 15km and TotalEnergies E&P unique project with 200 ESP oil production wells, 200 water injection wells and 26 observation wells; heavy and waxy oils produced from 29 well pads, (with 8 of them located in a

national park with sensitive environment) and treated in a Production Center of 200,000 bopd oil capacity and 650,000 bld of water treatment and reinjection capacity. Facilities will be designed to extract 400m3 per day of LPG from Produced gas.

LPG export is expected to be by truck (30 LPG truck loading for first 5 years of operation). Tilenga is Onshore development with one offshore remote operated platform located 2 km offshore of Lake Albert. Reservoir pressure maintenance is

ensured by water injection; recovery improvement test will be done from First oil using polymer water injection depending on the reservoir characteristics. The project also includes an extended interconnecting network with temperature

preservation for oil and water injection network. 180 km is the estimated length of infield lines. Multicultural environment: Contractors are anticipated to be in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply.

Main Duties and Responsibilities:

  • Provide and lead the expertise and support on all matters related to the maintenance and inspection activities of the facilities.
  • Provide expertise in terms of Preparation and update of maintenance and inspection strategies and philosophies, detailed maintenance and inspection plans and procedures for new operated affiliate, capital and operating spare parts, specific tools, maintainability of new or modified equipment, availability of technical documentation to ensure safe and effective operations.
  • Follow up the implementation of Maintenance and Inspection organization
  • Ensure that all necessary equipment is defined and provided to allow the safe maintenance and inspection of all facilities 
  • Manage support provided to Maintenance Operations in all disciplines (Piping & Vessels, Rotating machinery, Electrical, Instrument and Control Systems), to prepare the maintenance procedures, and manpower and to ensure the availability on time.
  • Ensure that maintenance/inspection plans and schedules being developed by the Contractor are fit for purpose, cost effective and meets all Company, statutory and legislative requirements.
  • Responsible for the enforcement of all Company Policies and Procedures and National Regulations applicable to maintenance, for the protection and promotion of HSE and Plant Integrity. To constantly review the, effectiveness and propose improvements to the maintenance strategy and procedures to keep Tilenga facilities at optimum standards.
  • Ensure Maintenance and Inspection input and contribution to near miss analyses, HAZOPs, technical reviews, troubleshooting, 3D review, risk assessment, safety audits, incidents and accidents analyses.
  • Ensure that process for Safety and Environmental Critical Elements identification is put in place during the project phase and implemented on site during the start up.
  • Ensure that all Capital and Operational spare parts are identified, procured and are available in time for the facilities start-up.
  • Implement Contract Management for contracts in accordance with affiliate guidelines and Company requirements for contracts including Maintenance Operations Execution Contract and Fabric Maintenance Contract. Coach department in good contract management practices.
  • Prepare the Scopes of work and manage the contract preparation, evaluation and award of the maintenance support and specific maintenance contracts preparation and implementation in due time
  • Lead the definition of the maintenance and inspection contractual strategy, to start the preparation of the various maintenance contracts. Manage Call for Tenderers (CFT), follow up implementation for the production phase in close liaison with the Affiliate; and prepare the relevant technical recommendations. Lead the preparation of all Company Maintenance Management System (CMMS) documents required for the operational phase within the M&I perimeter.
  • Liaise with Contract and Procurement Manager to create a duet to manage the Contracts activity and align with the TGP Category Management.
  • Ensures the activities being undertaken by the Maintenance Contractors prior to start-up are fit to meet all Company, statutory and legislative and that all the results are in the same format as the existing Electronic Maintenance and inspection management system (UNISUP).
  • Responsible for the means and resources, organization set up, personnel recruitment, jobs description definitions and training and development requirements for the maintenance and inspection teams on site and at Kampala support teams.
  • Maximize the implementation of Digital Solutions to the Maintenance and Inspection Engineering development to ensure that systems are in place to improve overall operational performance post start-up.
  • Coordinate support from Head Quarter or with any external technical provider for specific technical issues
  • Ensure timely execution and proper management of existing MNT contracts.

After First oil

  • Lead the Maintenance and Inspection Department in providing effective technical support for the facility, ensuring attainment of production targets, always attaining performance efficiencies whilst meeting HSE and Integrity targets.
  • Implement a robust Maintenance and Inspection planning process  to maximize operational efficiency and minimize equipment backlog.
  • Review the long-term plan to ensure the adequacy of resources to meet the maintenance and inspection requirements.
  • Adopt the maintenance and inspection regime implemented following regular reviews to ensure its effectiveness and continued applicability.
  • Monitor the attainment of SECE assurance activities, providing accurate statues report and implementing mitigation measures to counteract any threats.
  • Lead and control the budget preparation process relating to the department budget, ensuring a robust approach by department disciplines.
  • Direct, coordinate, and supervise the implementation of modifications, as per relevant company procedures, from statement of requirement up to close-out.

HSEQ responsibilities:

  • Support and enforce the HSEQ FOPS objectives and directives.
  • Support and implement the Project HSEQ management system.
  • Adopt and demonstrate exemplary behavior about HSEQ rules & requirements, as well Company Ethics & “Code of Conduct”policy
  • Lead HSEQ meetings with major contractors and perform training when required
  • Participate in Job Safety Analysis for the major equipment overall and inspection and make suggestions
  • Promote HSE culture within his team and ensure HSE related topics are treated as top priorities in his discipline.
  • Ensure HSE standard of Contractors enrolled in maintenance disciplines are in line with the company rules & referential.
  • Participate and assist in the development and implementation of Environmental management and Energy efficiency System processes.
  • Validate derogation dossiers related to his disciplines, participate in the diagnosis and corrective actions development.
  • Contribute to MAESTRO deployment and continuous improvement, promote and control rigorous application of the company Golden Rules in all activities.

Profil der Bewerberin/des Bewerbers

Qualifications & Experience:

  • Master’s degree or equivalent Engineering degree, Experience in industrial maintenance, Inspection.
  • Candidate to have minimum 15 years on several specialties, including head of methods maintenance and inspection is required, site management role exposure, strong experience in large Maintenance contracts management.
  • Good knowledge of codes and standards related to Mechanical discipline (API, ISO....)
  • Previous validated exposure at site and support team managing GTGs, gas compressors and high capacities pumps.
  • Good interpersonal and organizational skills as well as a good level of computer literacy and proficiency in Microsoft Office.
