Kontext & Umgebung

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today.  The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.

Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.

The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready For Start-up (RFSU) target of July 2026.

Main Duties and Responsibilities:

HSE

  • Ensure full compliance with Company, Affiliate and Site HSE Management Systems of all routine and non-routine activities under his perimeter, whether they are conducted by Core personnel, by Contracted staff or by Contractors.
  • Ensure all actions are implemented to meet Affiliate and site HSE Objectives.
  • Contribute to the implementation and adherence to an Environmental Management System as per ISO 14001 requirement (including Waste management plan).
  • Ensure accurate reporting of all HSE KPI.
  • Ensure best HSE practices are enforced for the Chemical management, Warehouse management, Special and heavy Machinery means and other contracts under his responsibility.
  • Act at Delegated Operating Authority in the LOG areas.
  • Ensure LOG team familiarization with PTW tool and other Digital tools related to HSE.

Site Logistic

  • Contribute to develop all Logistic L4 procedures and instructions required for operation of facilities under his/her responsibility.
  • Implement LOG organization and relevant management system.
  • Contribute to logistic contracts implementation before the Start of production Phase: Lake water boat, Special Machinery, Lifting and good transportation equipment, Production Chemical logistic, Central Warehouse,  Chemical Storage Area.
  • Supervise the preparation for operation phase of Support base (Logistic and Warehouse Yards, Central Warehouse, Chemical storage area) under responsibility. Follow the end of construction and commissioning activities in the same areas.
  • Contribute to the punch list population and follow up clearance of punch items
  • Supervise and coordinate all activities related to the following:
    1. Availability, Operation/dispatch on site and Maintenance as per contract of Lake Water Abstraction vessel, Special Machinery such as Heated Vacuum Tucks & Steam trucks, Chemical delivery tanker trucks, Chemical bowsers, Bleed off tanks.
    2. Availability, Operation/dispatch on site and Maintenance as per contract of Lifting equipment (Forklifts, Cranes), other heavy duty machinery, trucks fleet
    3. Availability, Operation/dispatch on site and Maintenance as per contract of all Personnel transportation means including fleet management
    4. Chemical Storage area and Salt transfer yard
    5. Central Warehouse
  • Contribute to develop and implement proper operation and control of the stock management system (30000 maintenance spare parts and HSE/Production consumables), estimated annual value of 20MUSD
  • Implement SAP (UNISOL) system and train his/her team on its use.
  • Follow up KPI related to contract and activities withing the perimeter of LOG activities

HR

  • Coach his/her team in their daily activities.
  • Promote transverse communication between LOG and other department at site.

Profil der Bewerberin/des Bewerbers

Qualifications & Experience:

  • Bachelor's degree in Logistics, Supply Chain Management, Engineering or related field.
  • Minimum 5 years broad practical experience in the field of Logistic or supply chain management at Operational site.
  • Strong background in managing warehouses. Knowledge of those handling hazardous chemical and equipment is a plus.
  • Proficiency in logistics software such as SAP or other warehouse management systems.
  • Familiarity with inventory management systems, equipment tracking tools and transportation management software. Experience with personnel transportation, including coordination of fleet movement and managing driver safety.
  • Knowledge of HSE regulations and practices specific to Oil and Gas industries operations would be a plus.
