Context and environment
TEEP Ratawi Hub is an affiliate steering and implementing $10 billion investment in 4-in-1 multi-energy and multi-branch Growth Gas Integrated Project (GGIP) in Basra region of Iraq.
GGIP consists of:
Common Seawater Supply Project (CSSP) to treat 5Mbwpd of seawater for water injection to oil fields
Associated Gas Upstream Project (AGUP) and Gas Mid-stream Project (GMP) – to produce 210kbopd at plateau and to supply gas to 1.5GW of power generation capacity, growing to 3GW in 2nd phase
Solar Power Plant (APP) – to supply 1GW solar electricity
The sub projects are run in parallel and are at various stages of advancement.
Transfer of operatorship from BOC to TotalEnergies: “step by step” implementation plan of TEEPRH regulations, to ensure safe and efficient logistics activities
Takeover from National oil company of existing field; operation in Basra region (large quantity of ERW)
Strong footprint of local tribes, requesting part of the works
Cooperation with BOC: validation processes, equipment exchanges, operational support
Job dimensions
- Working location: Basra area; working regime: resident
- Production increased from 20 K to 210 K bpd
- 3 drilling rigs in simultaneous operation + 1 workover rig
- Logistics Department, under the management of the Operation Manager:
o Scope locations: Ratawi field production at first, then Gas Midstream Project, Acid Gas Upstream Phase 1, Acid Gas Upstream Phase 2, Solar Power Plant, Water Intake Project (construction phase only) projects
o Logistics activities covered on Ratawi Field, the Logistics Base, Contractors sites: Staff transport, Equipment transport, Handling and Lifting operation , Civil Works , Diesel deliveries, Water deliveries
Activities
HSE & Security:
- Enforce HSE rules on Road-Transport activities (passengers and equipment)
- Conduct/organise Road Safety meetings (weekly, monthly) and follow up related action plans
- Participate to HSE events (best anomaly rewards, Safety Feedback Notice presentation) to promote HSE culture
- Organise meetings and presentations for TOTAL HQ HSE campaigns deployments: # Safe Driver
- Participate on a regular basis in HSE inspections on GGIP assets: Logistics Base, wellpads, in CPF1 or on Projects sites
- Organize Road Safety internal audits of Logistics Contractors (offices, yards, workshops or operation sites)
- Propose and implement solutions for Carbon Footprint reduction
- Liaise with Security Dept. for Road Safety implementation within Security contractors (armoured vehicles)
- Propose solutions to Logistics Manager for Carbon Footprint reduction
- Organise tests with Contractors, for improvement of driving behaviors, using new technologies: Cameras, AI cameras, sensors, etc
- Organise ICT / external audits: interface with TEPRH entities, visits of Contractors
- Participate and/or lead Cause Tree Analysis related to car accidents
- Follow up actions plans (create, update, push for actions) after incident or Near Miss related to Road Safety
- Collaborate with the Human Resources department to organize and monitor employee training courses
Documentation:
- Propose Safety instructions, Safety Feedback notices, to his hierarchy
- Review LTMS (Land Transport Management System) twice a year and suggest adjustments to his hierarchy
- Create and update the HSE Road Safety dashboards (daily, weekly, monthly, annual) for KPIs and statistics
- Interface with Head of LOG Methods for HSE dashboards integration in global Logistics reports
- Give input to affiliate Lifting authority for Lifting Management Plan issuance
Tools:
- Update Synergy tool for Road Safety events
- Use IVMS system to evaluate drivers behaviors
- Review the IVMS thresholds to ensure their relevance
- Participate to workshop to optimize the use of data from Journey Management tool: KPI creation
Accountabilities
- Aims for zero accidents
- Implementation of the Safety Culture through the Golden Rules (Road Safety in particular) within the TEEPRH affiliate
- Responsible for the development at Logistics Department level, of appropriate policies, procedures and methodologies to ensure that major hazards associated with operations are properly assessed, evaluated and managed in accordance with relevant statutory, group and corporate requirements
- PTW authority within Logistics Base perimeter
- Ensure the safe performance of handling and lifting operations throughout Logistics base activities.
Qualifications/Experience required
- 5 years experience in Oil & Gas sector
- Bachelor's degree in Logistics, Transportation, Safety Management, or a related field
- Certification in road safety or transport safety management
- Comprehensive knowledge of HSE rules related to Road Safety
- Proven experience in Road Safety management
- Ability to present and debate in front of large audiences
- Multicultural awareness and communication skills are mandatory
- Proven communication skills
- Excellent practice of Microsoft office pack (Excel/Word/Power Point)
- Fluent in English, French / Arabic are a plus
- Easy public relations skills to interface with internal entities
- Autonomous to conduct all tasks by himself
- Fluent in English, French and Arabic are a plus
