Context and environment

-    New affiliate of TotalEnergies in Basra, Iraq, being of strategic importance for our new multi sustainable energy business where numerous interfaces and coordination to ensure One Total philosophy

-    Transfer of operatorship from BOC to TotalEnergies: propose a “step by step” implementation plan of TEEPRH regulations, to ensure safe and efficient logistics activities

-    Implementation of a new logistics organization 

-    HSE and logistics practices to be propagated, in particular for service providers 

-    Methods of organization to be developed 

-    Environment: Oil & Gas growing rapidly, Logistics site spread out


Aktivitäten

Job dimensions

  • Onshore production (from 40 to 230 K bpd) and drilling (phase 1: 30 wells, phase 2: 300 wells) sites on Ratawi field
  • Location: Basra area, accommodated in a life support camp.
  • Logistics scope in TEEPRH: Reception /storage /preservation of equipment, QAQC, stock follow-up through UNISOL tool, transport of personnel and equipment, lifting authority, civil works and road maintenance, life support activities on CPF1 production site
  • 3 Drilling rigs and 1 workover rig
  • Support on GGIP projects: Solar plant (1 GWh), AGUP ph1 & ph2, GMP, Water Injection Plant, ArtawiGas25
  • Logistics headcount: ±40 people
  • Assistance to operational department over the perimeter of the Department’s activity 
  • Maintain awareness and ensure compliance with all relevant statutory and rules 
  • Contribute actively in the improvement of affiliate rules and operational procedures 
  • Contribute actively in new developments (CFR, Digitalizing as well as tools) 
  • Ensure adequate follow up of contractor performance, typically SQM 
  • Ensure adequate performance of cost performance  
  • Drive performance improvement through the usage of available data (KPI, CPI, CFR etc…)

Activities

HSE & Security:

  • Produce and update Logistics rules (GM, Procedures, Instructions) on logistics activities 
  • Ensure that all logistics operations within TEEPRH perimeter are carried out in accordance with Group and TEEPRH procedures, through internal audits.
  • Conduct internal reviews (weekly, monthly) and follow up related action plans.
  • Participate to external reviews (together with Log HSE Supervisor) in Contractors sites, produce action plans.
  • Participate in the implementation of the Department’s Safety and Environmental Objectives and the direction in which progress can be made 
  • Assist in the completion and the follow-up of the HSE policies relative to the logistics operations 
  • Follow up with HSE Logistics on the preparation of monthly HSE report on the logistics activity and update the key indicators 
  • Monitor the audits carried out internally or by Group specialists, and establish an action plan depending on the recommendations made 
  • Promote and monitors the training of Department personnel

Sustainability:

  • Participate and/or lead the studies for sustainability in Iraq: electricity production through solar panels, water consumption reduction, Iraqi staff skills development (within logistics dept. but also through contracts signed with local contractors)
  • Ensure that values and principles of the Company Code of Conduct are part of the CFT documents

Planning and contracts:

  • Participate to the long-term logistics strategy plan;
  • Participate in the definition of contractual strategies and the production invitations to tender (specifications and remuneration) 
  • Participate in selection, set up and control the IS-IT systems (Pax transports, SAP and or any other systems…) 
  • Review, study and follow up of all operational procedures (land activity, stock management, pax & equipment transport, logistics manual, lifting…) related to Logistics activity as per Company rules and standards 
  • Prepare, update, and maintain catalogue procedures applicable and ensure CMS system coordination 
  • Provide methodological support for the administrative management of Logistics Department contracts 
  • Participate in proper implementation of contracts 
  • Participate in the implementation and monthly monitoring of subcontractor performance and logistics indicators (KPI), print-outs of indicator tables and identification of deviations 
  • Organize supplier quality meetings “SQM” in cooperation with C&P
  • Propose Incentive schemes, adapted to each type of contract:
    1. With financial bonuses
    2. With financial penalties
  • Follow-up the incentive schemes within Services contracts (if any);
  • Liaise with cost control department to verify the concordance of invoices with the services performed by the contractors 
  • Provide methodological support for the monthly monitoring commitments, the production of closing forecasts and the identification of deviations from budget  
  • OPS-LOG budget consolidation and follow up including accruals
  • RFQ launch, PR creation and follow up
  • Advises and ensure that the company applies the correct external process with authorities for any contractual requirements (Contracts and CFT) related to Logistics activities and participates to the meeting with Authorities when required

Referential:

  • Write and update TEEPRH Logistics rules activities.
  • Produce a standardized “CFT documents” package: ITT, Exhibits, technical and commercial evaluation tables

Tools:

  • Administer the OPS-LOG dashboard “Ratawi X” and the interfaces with other information systems 
  • UNISOL: produce specific procedures for equipment reception, preservation, good issue, re-integration, quarantine, scrap, inventory in coordination with Contracts and Procurement department
  • POB / Journey Management software: 
    • Give his/her input in the set-up and customization of the tool to TEEPRH environment
  • Follow up on implementation of other tools within OPS-LOG, digital lifting plan, WH mobility

CPIs and KPIs:

  • Monitor operation, workforce, and efficiency KPIs 
  • Propose adjustments and/or the creation of KPIs
  • Consolidation of CPIs data and information to share with HQ
  • Propose new set-up or organisation to optimize performances, resources, and costs

Human Resources:

  • Follow-up Logistics staff training matrix, organize trainings when done locally


Profil der Bewerberin/des Bewerbers

Qualifications/Experience required

  • 3-5 years of experience in the Oil & Gas industry 
  • Proven use of Power BI and MS Office tools, PowerBI expertise is a plus
  • Good knowledge of SAP environment (MM and RLN module) is a plus
  • Fluent in English and Arabic, written and spoken
  • Bachelor degree at minimum: Engineering / Logistics / Supply chain / Information Technologies / Procurement / Business Administration 
  • Easy public relations skills to interface with internal entities and Projects teams
  • An analytic mindset, organizational skills, critical thinking, and structure & methodological thinking approach 
  • Ability to adapt, analyze problems, and communicate with many entities; needed to be flexible, agile and to write standing instructions and procedures
