Context & Environment

GGIP is a first-of-its-kind pioneering multi-energy project representing 27 B$ investment over 30 years for TotalEnergies and its partners This project involves; 1.Oil development project (‘AGUP’)to increase current Ratawi field to 210 kbpd .(2) Collection and treatment of 600 MMscf/d of associated gas (‘GMP’) that would otherwise flare, reducing the flaring level in Basra region and provide additional 480 MMscf/d of gas to the national grid and 3,600 tons per day of LPG to supply the Iraqi domestic market. (3) Development of a 1 GW solar power plant (‘SPP’), one of the largest in the Middle East, increasing power capacity in Basra region by more than 30%. (4) Construction of sea water treatment plant of 5 million of water barrels per day (‘CSSP’) to increase South Iraq crude oil production by up to 1 million barrels oil per day and freeing the use of freshwater from rivers and aquifers to preserve irrigation sources for agricultural needs.

Activities

The main responsibilities of the Safety Culture Manager are as follows:

  • Supervise a team promoting Safety culture
  • Guide the Senior Management team members through the Road map of Safety Culture 
  • Lead and implement Gas Growth Intergrated Project (GGIP) Safety Culture Program sustainably at the Company sites including projects.
  • Monitor and implement the Safety Culture Program for GGIP 
  • Define Safety Culture Training programs for staff and contractors as required including the date, time, location, and duration of training events
  • Apply Human & Organizational Factor methods to optimize the safety performance of our GGIP operations.
  • Design and implement the safety culture program with internal and external stakeholders and ensuring the integration of HOF into all activities (meaning: toolbox talks, incident investigations, hand overs, Leadership training). 
  • Promote safety culture and zero accident mindset in the affiliate.
  • Define and manage the project objectives, scope, budget, schedule, and deliverables
  • Provide human factors expertise and advice on safety culture, human reliability, incident investigations, and best practices
  • Contribute to the analysis of HSE performance to identify areas for improvement to prevent accidents.
  • Perform regular safety assessments, audits, and reviews
  • Implement effective solutions and actions to address safety issues and gaps
  • Establish and maintain collaboration/ relationships with projects, contractors and other relevant parties
  • Ensure the project meets the quality, safety standards for Safety Culture.
  • Deploy activities to educate and raise SC awareness in the affiliate on the principles of HSE.
  • Participate in the preparation of Safety Culture material to enhance awareness on identified areas for improvement. 
  • Contribute to the creation of new procedures and management system documentation requested as part of the deployment of the Safety Culture framework system.
  • Main Accountabilities
    •  coordinate Safety Culture activities in the Iraq-Ratawi affiliate:
    • Support the affiliate in their journey to a safety integrate culture.
    • Deploy Safety Culture program 
    • Participate in the promotion and deployment of the HSE Company standards
    • Work in a transerve approach with projects and management  

Candidate Profile

Qualifications and Experience required

  • Bachelors degree in Safety, Mechanical, Chemical or Process Engineering 
  • Minimum 10 years’ experience in the Oil and Gas industry with at least of 5 years in Health & safety (HSE) with some exposure in in safety  HSE initiatives.
  • Ability to communicate and network in a complex and multicultural organization. 
  • Ability to take initiate, act proactively, analyze and prioritize essential activities.
  •  Demonstrate ability to deliver complex and challenging projects on time and within budget. 
  • Planning, communication, presentation, interpersonal skills are essential.
  • Written and oral communication in English and Arabic are essential/mandatory.

Job Dimension

The position of  Safety Culture Task Force Manager reports to the HSE Manager, in this context you will work in close collaboration with the other departments. The Job holder will receive guidelines hir/her hierarchical reporting line, to ensure the implementation of the Company's HSE requirements across the affiliate, especially among local employees. You are the focal person to coordinate with your team the Safety Culture program implementation with the team in the affiliate.
