Context & Environment

Green Field Project, Tilenga is a remote location in UGANDA near Albert lake with particular sensitive environmental conditions. Huge onshore challenging project; heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoirs characteristics. The project also includes an extended interconnecting network with temperature preservation.  Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.

Activities

Main Duties and Responsibilities:

  • Develop and update the "Inspection philosophy" documents.
  • Define the equipment integrity strategy and define and propose actions to be implemented to apply the inspection strategy. After Management approval, to execute and follow up these actions.
  • Follow up the detailed engineering activities to ensure that inspection requirements are taken into consideration.
  • Provide assistance as required to the Work Package Leaders to ensure conformity of the design to the Project specifications,
  • Participate in the preparation of the various Maintenance & Inspection contracts (including 3rd party certification) required for the production phase.
  • Prepare the future Inspection activities for the first oil in relation to the organization.
  • Follow the relationship with Certification authority.
  • Develop all the Inspection system for Tilenga from the Project phase to the operation phase (RBI/Fame +, SAP, systems, inspection plans for vessels, lines and PSVs, etc)
  • Recruit and train Inspection team
  • Perform base of line Inspection of the facilities from Pre-commissioning
  • Contribute to the Inspection related OPEX update, prepares the annual inspection budget and turnaround inspection budget 
  • Prepares all special inspection activities in term of procedures, equipment and manpower
  • Develop, improve, and monitor Inspection and Integrity policies and standards continuously to ensure company practices quality, in comparison to internal needs and external standards
  • Sets up the inspection, repair and certification programs according to applicable codes and regulations to ensure plant integrity
  • Ensures that Tilenga uses appropriate inspection methods, procedures, equipment and works in accordance with recognized codes and standards
  • Assists site inspection to develop inspection procedures based on international codes and standards and ensures that they are used by concerned plant personnel
  • Ensures updating of the computerized system for the management of inspection activities and data acquisition (SAP/FAME+)
  • Ensures that all company facilities (plant and pipeline) conform at all time to Company standards and subsequent inspection plans.
  • Ensure derogations are properly managed by seeking expert opinion and approvals from Head Quarter
  • Ensure implementation of the inspection mid and long-term strategies and programs for the Tilenga facilities

Candidate Profile

Qualifications & Experience:

  • Engineering degree or equivalent Engineering degree
  • At least 15 years in oil & gas business, English mandatory 
  • Very good knowledge in corrosion & process equipment failure modes, Very good knowledge on international & the Company’s inspection references, codes & standards, High knowledge in inspection working management systems: SAP and FAME+ for RBI
