Context and environment
TEEP Ratawi Hub is an affiliate steering and implementing $10 billion investment in 4-in-1 multi-energy and multi-branch Growth Gas Integrated Project (GGIP) in Basra region of Iraq. GGIP consists of: Common Seawater Supply Project (CSSP) – to treat 5Mbwpd of seawater for water injection to oil fields, Associated Gas Upstream Project (AGUP) and Gas Mid-stream Project (GMP) – to produce 210kbopd at plateau and to supply gas to 1.5GW of power generation capacity, growing to 3GW in 2nd phase, Solar Power Plant (APP) – to supply 1GW solar electricity. The sub projects are run in parallel and are at various stages of advancement. Headcount Forecasted of DEC25: 1336 pax.

Job dimensions
Oversees the staffing process, HR administration, and compliance for national staff within the organization. Act as the main point of contact for all HR-related inquiries from staff personnel and their managers, ensuring efficient onboarding, compliance with contractual obligations as per HR Policy, and accurate HR data management. Implement the best HR Operations practices, fair and consistent policies. Continuously develops good working relations with affiliate’s entities, service providers and GGIP’ Project perimeter. Protects the interest of the affiliate and the Group in accordance with the Group/Brach standards and Iraqi legislation. Promote HR Policies and corporate culture and values.
Accountabilities
Full compliance to TEEP RH regulations, Iraqi labour law, and contractual terms. Excellent knowledge of Affiliate HR policies and standards of HR Administration.

HSE :
• Responsible for full compliance with Iraqi laws and contractual obligations
• Responsible for confidentiality of personal information and contractual terms and conditions
Staffing Process Lead:
• Act as focal point for all local personnel and their managers, for the questions related to HR operations, timesheets, contractual obligations as per HR Policy and Iraqi Legislation.
• Responsible for proper administration of personnel including contract formalities, TEEP Ratawi Hub internal policies and procedures, Iraqi laws and regulations and frame contracts.
• Duly inform the concerned personnel of all modifications to administrative rules, by promoting HR Policies and corporate culture and values.
• Ensure that all staffs have their personnel documentation 100% up to date in system and HR Data files.
• Responsible for verifying the provision of work permitting documentation in line with internal policies and procedures, before the start of activities.
• Responsible for proper input, actuality, and correctness of data regarding personnel in HR databases and tools.
• Control the respect of the working schedule and process the requests for overtime work, absences, coordinating with respective managers and employees. Formalizing any modification needed with Managers and employees.
• Ensure that employees comply with the medical obligation to issue the FTW and carry out individual monitoring to ensure that documentation is 100% up to date.
• Track and control the FTW of local employees, ensuring 100% of documentation prior the expiration date.
• Create reports to Managers regarding the authorized overtime and highlight the limits of each employee.
• Proactively contribute to optimization of internal practices and reporting, automation of the processes
• Maintain accurate and up-to-date data regarding contracted personnel in HR databases and tools (Gulf HR).
• Responsible for strict application of internal rules and regulation regarding the data management, including, but not limited to, confidentiality of any personal data or contractual terms and conditions.
Qualifications/Experience required
University degree, at least 5 years of professional experience in personnel HR administration.
Excellent knowledge of Iraqi Labour legislation
Strong attention to detail and data accuracy
Familiarity with HRIS and other HR software for efficient data management and reporting, general PC proficiency
Fluent English (written and oral), Arabic
Excellent interpersonal and communication skills, with the ability to build positive relationships with internal stakeholders
Strong organizational skills, discreet, responsible and having a sense of duty, team playing profile. Cross-cultural thinking.
